OK, I am very new at this kind of stuff.
I have a Cobra 29LTD custom.
With a Hustler FG27S CB Antenna

I am trying to figure out how to tune the antenna. I guess I do not understand the instructions that I have.

first question
where should the knobs be set during the "test"?
I mean I read that the swr reading needs to be at 1, well if I turn down the swr knob all the way down, then it is always at 1 or below.

Set the control to cal.

Twist cal adust to the reference point, then switch to SWR and read.

Hello,
I put the switch on CAL, keyed the mic, then turned the dial to the indicated mark on the gage.
When I switch it to SWR, the reading on the gage stays the same on all channels, right where I put it when I calibrated it.

I read if the gage is pegged than it might be a short in the antenna, so I checked the antenna with a multi meter, and it checks out good.

I made sure the the dynamic mike was turned down.
I tried changing the length of the antenna, and it did not change the readings on the gage.

What should I do next?

freecell is an unknown quantity at this point

if there is no SHORT between the center conductor and the shield then check to see if you have continuity from the plug tip to the tip of the antenna.

You forgot the most important part, he has to use the PTT to use that function.

Yes you have a short in your feedline and or antenna, do the continuity test freecell suggested and if your coax shows to be clear then put the plastic washer that's supposed to insulate the antenna from ground in it's proper location which is on the top of the mounting bracket.

don't trust the meter on that radio, get an swr meter inline and recheck.
