Comment period closes today on restructuring proposals (Apr 23, 2004) -- Today, Friday, April 23, is the final day to file timely comments on four Amateur Radio-related petitions for rule making--including one from the ARRL (see "
FCC Invites Comments on Amateur Radio Restructuring Plans"). Three of the "restructuring" plans put forth--including ARRL's--call for a new beginner's license and code-free
HF access, while a fourth petition deals solely with the Morse code requirement. The petitions are numbered RM-10867 through RM-10870. While differing substantially in other aspects, the three restructuring petitions call for modifications at Amateur Radio's entry level and for a three-tiered license system. One petition goes beyond licensing structure to recommend additional changes to amateur testing and
HF digital privileges. Interested parties may comment on these petitions via the
FCC Electronic Comment Filing System (ECFS). Click on "Submit a filing." To view filed comments, click on "Search for filed comments." In both cases enter the appropriate rule making petition number in the "Proceeding" field, with "RM" in capital letters and including the hyphen. Electronically filed comments are due by midnight; paper-filed comments are due by 5 PM EDT.
