From the ARRL news:

11/01/2010 Two US Attorneys have filed a Complaint (see below) in US District Court against Glenn Baxter, K1MAN, for not responding appropriately to an order that he pay a $21,000 fine for violating several sections of Part 97. The Complaint was filed October 25 in the US District Court for Maine.
The civil action was brought under Section 503(b) of the Communications Act of 1934, as amended, and Section 1.80 of the FCC Rules and Regulations.
The fine had been levied, according to the Complaint, “for defendant’s willful and repeated violations of Sections 97.101(d) [commencing transmissions on top of existing communications on 3.890 MHz] and 97.113(a)(3) [transmitting communications in which the station licensee or control operator has a pecuniary interest] of the Commission’s Rules, and for the defendant’s willful violation of Section 97.105(a) [exercising control over station] and 97.113(b) [broadcasting] of the Rules, and for failure to file requested information pursuant to an Enforcement Bureau directive.” [information in brackets added]
The Complaint seeks to force payment of the $21,000 fine along with a filing fee and “such other and further relief as the Court deems just and proper.”
Additional FCC actions are anticipated.

They've been trying to shut this guy down forever. It will e interesting to see how the courts handle this.
 

I have never been overly religious but I just dropped to my knees and started to pray. (y) His crappy distorted signals were horrendous here in Nova Scotia. I get a VERY strong signal from that moron in Belgrade Lakes Maine. A mere 280 miles on 80m means a BIG signal.
 
Ha ha ha..... I know exactly where that guy in Belgrade Maine is. I was up there pike fishing the Belgrade lakes and drove by his place. Kinda oblivious he's got some antennas every where, not to mention the bleed over through some 10channels up and down
 
When the court drama is over the commission will more than likely not renew his license...doubt it will stop Glenn though.

What do you mean "10 channels up and down"? Please define what you call a "channel"? Amateur radio has no such convention on the bands. When I have heard his signals here in Nova Scotia they are always well over S-9 and often 30-40 over 9 on 75m and although distorted and wider than they should be they are never more than 10-15 KHz wide which translates to 5-7.5 KHz either side of carrier. His signal would actually be stronger here than within 50-100 miles of his location due to 75m propagation characteristics.

This is really old news anyway. Check the thread post date. Haven't really heard much in the last year or so.
 
If its the same guy then he's gone into the 11Meters now. So therefore channels... Figured something was up as we got up there our group who was on cb's could hear bleed over. As I did a quick scan of Channels to find something clear enough so we could stay in touch on the drive.
 
AFAIK K1MAN has never darkened the doorstep of 11m. He has never had anything whatsoever to do with 11m and has a beef with the FCC and the ARRL.His target is definately aimed at hams. It is EXTREMELY unlikely you were listening to the REAL K1MAN if it was on 11m. Likely some stooge idiot rebroadcasting Baxter's dribble. There is a guy in that area, near Skowhegan I think, that runs a few KW's on 11m and qualifies an an idiot as well but his name is not Glen Baxter.
