I use DM780 that comes with Ham Radio Deluxe. I change the sound card to line in. I use a straight key and the program decodes my keying. I hear the tones from the radio with the monitor function. Its a great tool for practice, it helps me get the spacing correct.

The frequency 14.467 is 20 meters, just not within the the bandwidth allowed licensed amateurs to operate. 20 meters refers the size of the wavelength, but of course you knew that. The military operates on HF wherever they see fit, usually referred to MARS bands.
