Find yourself a tube tester for starters. There are still lots of parts around if you want to look for them. Tube equipment is often much simpler than solid state.

The bias current will vary slightly as the supply voltage changes.
You will be able to get a more stable bias voltage using the voltage regulator followed by a potentiometer. Bypass capacitors and a medium size electrolytic will help keep it more stable.
