9 feet spacings will give you the max gain . radiation pattern will change a lot, you will be able to talk more off the sides more and talk to multiple stations without moving the beam as much .
You sure can. I did that for years . just make sure your antenna is at least 1 to 2 feet away from the hatch or glass . and at least 60% of the antenna clears the vechicle height . must use at least 18 feet of coax. 21 feet will probably give you a perfect match . some people don't use the...

as long as your beam is resonating and the swr is ok on 10 meters you will sound awesome . you can make any antenna talk where ever u want to . 10 meters would require you to just making the radials a couple more inches longer and retuning ...
most of the new wilsons for the past 5 years or so have to be cut 1/4 to 3/4 of an inch to get a 1.1 swr . the usally tune very low but below 27mhz stock , until you cut the whip down a few . ;)
