should a MACO M-103C 3 ELEMENT CB RADIO BEAM ANTENNA be mounted on a tower or can it be mounted on a tri-pod on a roof?

Lots of "it depends" factors here.

A tower is definitely the best way to go, but I've seen many of these smaller beams on tripods or chimney mounts and they can work.

If the beam is going to be horizontal, that makes it more feasible. Vertical will need to make sure you don't go too high. Also, make sure the tripod and mast used are good quality, heavy duty. A few guy wires can help ensure that the system is sturdy enough for winds/weather.
