you're looking at a representation of the electric and magnetic fields created by a quarter wave element or radiator over the first 360 degrees of one cycle of a transmitted signal. the antenna could be a vertically polarized center fed dipole or a ground plane type antenna. i can provide a link to the complete explanation located in the forum archives if you would like further detailed information.
Jack do the wires contribute to the radiation in some way in addition to the 1/2 wave elements? Are the elements driven and a reflector or a director? Is there tuning with this configuration and what about polarity? It looks horizontal.
