RFX installed on a Uniden pc-66 phillipines not working correctly

I have a problem with my install of an RFX-75 in a Uniden pc-66xl phillipines radio. I used the Cobra 25 install and this is what I got upon first key up. It didn't have a Dead key and when I talked into it had nothing on the meters. I then put my headphones on and keyed down for several seconds while whistling into the radio and finally I could hear a crackly modulated voice that slowly got louder and the power came up on the radio, then when I let go of the key it took a few seconds for it to build power(I could see my meter go slowly up) up to a dk of 12w and a PEP of around 45-50. I tried it a few times and figured I better get some help. So all in all it did not blow up, it slowly came up with power and crystal clear modulation when working, that being said what did I do wrong. The power supply I have is more than adequate (Astron VS-35m) so no way that is the problem, and microphone is definitely good. Is as if there is a capacitor not holding enough power or I did something wrong, but I did double check everything before and after I fired it up. Please help. THx

C8 is a silver mica cap, this is the newer version that they supposedly fixed the heat problems from the older versions. The mod sheet for the 25 does not show replacing the caps around the voltage supply, why? And is this the problem that the 1000uf 16v caps cant keep up with the RFX, and I should replace them with the 3300uf like in the cobra 29 mod. Thx for any help.
