Looks like a mosfet conversion was done, which if you read the instructions you'll see that it requires removing most of the aforementioned parts...

Besides, most of the "whackpack" junk is done around the regulator circuit anyway.

Perhaps removing the slug for tuning a MOSFET output; but the 54mhz coil must remain intact to keep out that harmonic just the same. No fudging there . . .
 
Funny thing is if Mr. Whack Pack did mess this radio up in any way, it is NOT evident in the picture of his work. The radio is not missing variable resistors or diodes. Those parts are only installed for bias on the SSB version of this radio and the radio in the photo is just AM and FM.

There are no missing insulators behind the transistors. Those new transistors have the insulator built right into the case. Notice no metal tab showing around the screw hole? If you replace a transistor in anticipation of increased power, you must also plan to lower the output impedance of the stage. That means reducing the inductance of the adjustable coil.

This coil has been designed to favor the high side of the inductance value required to tune the stock circuit so that it doesn't have the range to make a lot more power. Notice the stock coil tunes with the slug well above the coil windings. Removing the slug is the fast way to lower the inductance.

I'm not suggesting the guy is an "Ace" technician but there really are no obvious problems in the picture. It was the photo from CB tricks that had the hacked 54 Mhz trap. Whack Pack left the trap intact.
