I live in Steger Illinois and can't seem to find the local police freq's. I have a old handheld but it won't do 800mhz which is what I was told they went to. I was also told that no scanner could be used to listen to them. Is this possible? I want a new scanner anyway but if I can't listen to my local police it seems useless. I can't even find out if it's trunked and if so what system they are using. any advice would help.

You will need a scanner that will demodulate P25 digital and also receive the 700 MHz public safety band.Many talk groups on the Starcom21 system use TDMA modulation and the only scanner available to receive this was the GRE PSR-800, you will also find encryption in use.GRE went under a year or so ago but if you look around you might find one NOS or used. Whistler has bought GRE but there has been no confirmation on what models will be manufactured.

**9/30/13 - Steger, Steger Estates, and South Chicago Heights has switched to a VHF repeater system today. They are currently Simulcasting on 154.370 until all the pagers get reprogrammed.
 
Police are switching to digital incripted radios. Scanning is dead for now. A radio costs $4,000.00ish so the scanner companies do not see a return from buying one and reverse enginering to be able to scan. The funny part is PDS spent $2million to convert and come up with dead spots which take $250k to fix in rural areas. The dead spots come from the fact that the radio in the car is a repeater for all other radios. The car radio is running in the area of 100+ watts but only gets about 2 miles cause the frequency is high like wimax (dont penetrate walls n such). The handheld with the officer needs to hit the car radio, then relayed on to the next repeater be it a cell tower, other cruiser ect. The way I read it was a train reck anywhere rural because of lack of locations for repeaters. But at $2million in it they kinda had to keep going forward to make it work or look like an a$$ for blowing tax payer money. I can still get Chicago pd and kencom for now, the rest are all gone to opensky.
