Galaxy 2547 USB won't align

I have a Galaxy DX 2547 that all of a sudden sounds terrible on USB and it used to be great. I opened it up and proceeded to check the alignment with my B&K 1805 freq Counter and I found that all is well EXCEPT the USB Transmit section. The counter will not stabilize and just wanders around randomly. AM and LSB are both good, Can somebody please help me figure this out? Is it a bad crystal or PLL maybe?
 

I may have found it, a loose pin near the PLL connector. It's stabilized and I was able to align it. Ill have to wait till tomorrow to talk to anyone on it tho. Thanks anyway.

The clarifier on this radio is unlocked and has an extremely wide range and it's way too sensitive. Can this be adjusted by changing/adding a resistor or do I need to change the Pot?
 
If it was a loose pin on the PLL, it would affect AM, USB, and LSB just as much. The loop osc circuit is next to the PLL. A bad solder joint is a bad solder joint.

The 2547 is a 959-in-a-box - lol.

As far as the clarifier goes, see if R114 has been jumped on the underside of the board. Or the resistor may have been removed with a jumper in its place. Either one. If so; then remove the jumper and restore the resistor. It is a 2k2 ohm 1/4 watt.

Its near the front/center of the chassis.
You will have to re-align the loop oscillator circuit after you restore R114.
