Is Channel 9 still the emergency channel?

Bunch of guys speaking spanish using it up here in the Northeast . . . . . apparently not emergencies.

Is it still supposed to be for emergencies?
 

Up in my area of Canada its still "technically" the emergency channel, but there is no one monitoring-- not exactly a great emergency channel if there is no one there to hear
We used to have a REACT group up here that eventually faded away-- there were problems with the way it was run and some of the fees the guys that ran the group charged
Besides that its alot of monitoring to keep something like that going-- I was going to get another chapter going up here but changed my mind-- there is a pretty busy call channel up here and 19 is active-- so now either one of those is what people use for emergency
So I guesw it still is an emergency channel up here-- but if you were in trouble you would more than likly head to channel 3 (call channel) or 19 for help
We still get a couple of guys come on when someone is talking on channel 9 that will say "hey, this is the emergency channel only, not for gabbing"--- I always say to him "well, its a good thing that were on here in case there is an emergency, if we leave and go to another channel, there will be no one to hear if anyone needs help"-- I guess he figures its better to have no one on the emergency channel that guys talking or using that channel LOL
 
I think that the only ones that monitor this channel is the boys from south of border. At least no one around my area does any more.
 
I still think channel 9 is respected a great deal weather or not anyone is monitoring it or not , it's always fairly quite in my area , I use 9 when IM long distance and IM having problems with talking to others ,not for long ,just to get my point accross or find another channel from there that is more quite. I would like to think no matter what channel I was on at any given time ,I would try and help out someone else if it was feesable for me to do so. And if it were me and I was out and about and ran into some dyer trouble and all that I had was my cb for help ,I would more then likely go to channel 19 more so then anywhere else.

What's with the high activity on Channel 5 at times?

When the band is open to the west and southwest, Channel 5 sounds like our Channel 19...but most if not all of the voices appear to be Spanish speakers.

Anyone?

Do truckers (and other road travelers) in Mexico use that channel like we in the U.S. use Channel 19?

They are mexican taxi drivers on 3 and 5. I've seen the taxis in Cabos San Lucas riding 102' whips and high powered mobile amps at times. Channel 3 down there was unusable. 5 12 and 31 were bad too.
