President Madison no output but has modulation

Hello I am very new to posting but have been reading the threads for sometime now. I just picked up a president Madison with very low output. It doesn't move the watt meter when on a dummy load but I do have modulation. Where is a good place to start? Also this radio has an antenna warning light that doesnt seem to work is that because there is no or very low output. Ty for any and all help
 

No wattage on meter in am BUT I hear it has modulation on a test radio I have set up on test bench. So low to no wattage on Am or SSB but it does have modulation
 
If you just got it check to see if it looks like there are any modifications on the board, someone may have put some kind of a swing kit in it.
 
The test radio is hearing the output from the driver transistor.

The one that feeds power into the final transistor.

If the final fails completely, the low-level RF from the driver transistor will be heard by a radio in the same room.

But not a lot farther away than that.

This radio feeds modulated audio to both the driver and to the final transistor. If the final fails completely, the RF from the driver will still have modulation.
