If FCC gave CB 50 watts

There is no swing with FM.
You are modulating the frequency, there is no Amplitude involved.
It is the amount of deviation from the center of the frequency that contains the audio information.
Amplitude Modulation you transmit a carrier and then modulate the Amplitude of that carrier.
Power increases and decreases as you modulate the carrier.
When using FM the Carrier remains constant and you modulate the frequency of the carrier.
How " loud" you are is determined by the deviation of the carrier from the center frequency.
You have less interference problems with FM.
If you increase the deviation too far you actually get too wide for the pass band of the RX in the radio.

I have witnessed the FM swing. One of the locals had his rig tuned up so good his signal dropped when he spoke. I assume he turned the deviation up to 11 and was going out of the passband because he wasn't seeing it on his watt meter. I couldn't understand what the hell he was saying. We went back to AM and he said it must have been a problem with everyone else's radio....it wasn't his.

All of this is true. And still some enterprising idiot would re-introduce an AM component to the signal to get the "swing" back. Useless, but he could sell it to the poor suckers that don't know any better. Might even claim that with the FM and AM components it's a stereo signal now.
 
I think the legalizing FM thing would be like how AM and SSB operators use to be (and to some point still are).

SSB ops use to be a bit more civilized than the normal AM crowd.

FM would me similar (for a while), mainly because the standard Cobras can't operate in the mode, so It would mainly be for the crowd that has multi-mode radios, and understand what that "FM" selection is on the mode selector...

How does one start a petition to the FCC for a rule change?

Although I'm willing to bet the ARRL would raise up in force to shoot that down

I remember using FM when we got the urge, and way more than 50w on all modes. Most locals had a lot more than 50w of power at their disposal and never gave much thought to the rule book, so even with a 50w limit, people would have ran whatever they wanted. As for FM, I can't imagine the FCC would waste their time going after local groups chatting in that mode, so added to the CB or not, probably not a big deal if you use it; considering the less interference, it is stupid FM was was never actually permitted on the CB band.
 
Why bother with 50 watts? If the fcc said 500 watts max for cb, then I think that would be a different story. Most, if not all the cbers I know personally have 200-300 watts available at all times. They would all ignore the 50 watts max, just like they currently ignore the 4 watts max rule. I've chatted with more than a few who have claimed/ bragged about the kw they have in their car & how well it works.
Heck, I personally have 200+ I can use. Most of the time I run barefoot 1- 1.5 watt am dk. Swings to about 11+ on ssb. I'll have to see about doing a post with pics on it as Loose Cannon did the work. One of the days I'll get a day off I can do that.

First thing that popped into my head was eecchhhooo being introduced.

On another note, The ARRL doesn't care about the CBRS. They are too busy lobbying the FCC for enhanced Tech HF privileges and wide band data emissions on the HF CW & Data amateur segments so yacht owners can get free email. This would destroy CW and most of the established data modes currently used by hams. It's a big 'ol mess.

I'd like to see J2B/J2D allowed.

Imagine the fun 11m ops could have with PSK-31, any of the FT/JT modes, JS8Call, etc. It might spur a demand for low power, properly modulated CB transmitters. ;)

The digital modes are very unforgiving on your gear when configured incorrectly.

I've already decoded several FT8 contacts between 26.960 and
26.410.
