It had a two position switch that had OFF / HF, and had other two and three position switches that I have seen before like PA / CB, NB / ANL etc.....

Not much. Okay radios, I've had a few, but really nothing special. If you wanted one, $15 was an alright buy.
At that price, we can safely assume that it has not had the 40-year tuneup. That would typically call for replacing a couple dozen or more electrolytic capacitors. They become unreliable after that long. This causes "out of the blue" breakdowns.
Or, maybe it's a "barn find" with only 500 original miles on it. That radio might hold up just fine for a few months or maybe a year.
Too bad it doesn't come with an odometer.
