Just about everyday I see an export radio come into my shop with this hack done to it. No export is immune apparently as I have even seen Stryker radios with this hack job.

Ok that makes sense that the negative isn't pinching. The distortion is peak to peak. If it were audio or modulation related, I would expect the distortion to be more symmetrical. Is it safe to assume that the clipping is in the RF amplification somewhere? Just trying to learn.

This is just a guess based on mods that I've tried and didn't like. It looks like the finals are just out of headroom or poor tuning is causing the positive peaks to flat top.

I tried volting the final on a 148 and saw similar negative peaks. Mine were squared off but not close to baseline. I think this is because the unmodulated 12 volts being put on the collector of the final. It made more pep power but the waveform looked bad.

The same thing happens with the 3 diode keep alive circuit that can be used in a cobra 29. The same circuit was used in plate modulated transmitters. It was called ultra modulation in an issue of qst from the 1950s. It's not a bad idea when used in moderation.
 
That's not totally terrible if you take the time to figure the correct resistor value to keep it from making a wonky pattern on a scope.

As a kid, I liked the black Formula 44D, hahaha, maybe I'm just a sick little monkey...

Just always remember guys, it's not about you - it's about the consumer. Did Joe Dirt not teach us anything?
