Is the input power on the graph average watts?

Say I am driving an amp with adjustable RF power radio. How does the PEP watts effect, or factor into the graph? Or in other words, how do I know how many PEP watts is OK?

Watts are watts. It's irrelevant how you measure it. Those graphs apply to the test circuit used in the datasheet, so when used in a different circuit (Such as a push-pull amplifier), the graph will be different. It still doesn't matter though. According to the graph, for their test circuit, if you apply 1 watt of input power, you get 45 watts output. This doesn't matter if it's a 1 watt carrier or 1 watt PEP from an AM or SSB envelope. Power is power.
