Satellite dishes are protected by federal law but not amateur antennas?

What about internet service dishes? :p

I do not believe that those transmit any signal at all. You still have to have a phone line connected and that is where your out going data is sent.
Earthlink required a phone line if I am not mistaken.

I just got off of the phone from ViaSat and they Do Not require land lines!

I would contest this, at least nowadays. Personal experience - my dad uses satellite for internet, but doesn't have a working land line.

When he got satellite TV setup, there wasn't a land line for that, either. That was early 2000s.
I called one provider and they do not require a land line!

I don't dispute that however the VAST majority of systems such as Dish Network or here in Canada Bell ExpressVu ot Rogers are as I described. I do know that there ARE some systems that use uplinks however I would expect them to be almost non-existant in a subdivision or anywhere outside extreme rural areas.

Satellite TV is a different situation. The earlier systems required either a telco connection, either landline or cellular, to order PPV or to change programming or you simply had to make a phone call requesting a change of service etc. My satellite receiver had a "smart card" installed that controlled programming. If I unplugged my phone line I could still watch PPV as the request was stored inside the RX and uploaded during the night AFTER the PPV channel was unlocked. I could watch several until the card was full however as soon as I plugged in my phone line it would upload all the previous requests and I would get billed eventually. LOL If my line was plugged in I could change programming with the remote. Without a phone connection of any kind I would have to call a central number from somewhere and verbally request it.
 
Hmmm I was a Planning Commissioner for about 25 yrs my answer to the people complaining about HOA or deed restrictions is do not live there, no one is forcing you to buy a home there and before you buy all the rules should have been shown to you by real estate agent or lawyer . These rules are put in place for people who do not want antennas, accessory buildings, Rv in the front driveway , above ground pools or 1 ton vehicles parked in their neighborhood.. These are among the few i have seen but there are many more it usually depends on the developer and what his vision was for the subdivision or development . Your answer will be i should be able to live where ever i want but that is not true you will not live there without following the covenants or established rules with out a penalty and they always hold up in court when they sue you to stop..

And that's the rub. HOA's should be outlawed. The people that get elected to those boards let things go to their heads and things get out of hand in a hurry. The rules can get RIDICULOUS and do change over time as board members change. Then there are the people in the neighborhood that they just don't like that catch hell for things that aren't against the rules, but they get hit for anyway just to try and drive them out. (I've seen this happen more than once)They just have too much power in the courts, and it's not right.
 
SAT internet up here requires no phone connection.

Note that I live near Yosemite Nat Park and there are lots of people up here that do not have land line service.
No HOA's up here.

Jeff you said internet. Does that apply to television service as well? I know there has long been satellite internet services that were up/downlink but was not aware that they have become much more popular than before. I see that Xplornet is providing that service up here. I guess I just assumed the question was about satellite TV dishes which in fact do NOT transmit so in that respect I was right however where I was wrong was in that I assumed something.

My parents still live out "in the sticks" - no DSL, cable, etc. The terrain is only suited to mobile homes, so you're not far off. :p

That's fine. But my dad got satellite service, and likely used PPV, without a land line at all. He has one, but it's had some problem on his side of the box to the point of being useless.

The point I'm making is that this:

No The Dish does not Transmit!!!

is not 100% correct. And regardless of whether it is used or not to transmit, it is still possible to do so - just that the service provider's equipment may not utilize it that way.

My HOA rules don't differentiate between transmitting or receiving antennas.
