When I read these statements and similar by Tom fairly often I think of all those antenna comparisons you did and the disbelief many had for your results.
Also my own experiences when various antennas were set at the same tip height.

The point is simple.
1.) I do believe Tom was meaning the M400.
2.) In that thread someone wanted to build an effective vertical antenna, and as usual there were those recommending bigger more fancy antennas.
He made a case for the simpler antenna.
3.) In this thread, Vertical Antenna, the same occurs.
In point of my experiences, I have been puzzled by the performance of a 2m 1/4 wave at six feet up on my wooden fence vs a manufactured 5/8 wave at 18' up. The quarter wave often did better. . .

It is an easy thing to mistakenly sub the name shooting star for star duster.

Another 11 meter local contact I talk to just installed one this past weekend. It was spot on for 11 meter. Did not have to turn the rings. He did not measure it, so can't give you those numbers.
Friend of mine owns a part time shop. He buys directly from DAS. For the time being, he can only get nine Max 2000's per month. I think he said the same for Antron 99 too. DAS told him possible $20 increase on the Max 2000 coming next month.
That antenna might be a commercial product of the type of antenna W8JI was describing but what W8JI was describing was the generic concept of a 1/4 wave with sloping radials rather than a specific make/model. Sloping radials are mentioned in the ARRL Antenna book in the grounding section.
