An eBayer says my RM amplifier is illegal to sell in United States and on eBay. I know hams can use whatever they want as long as it meets spectral purity

Is there any specific rule that states this? I need a copy as I'm filing an appeal with eBay Buyer said my amp didn't work and filed a not as described claim. He won the claim. The amp works without issue I want to send it to an RM warranty center to document this fact. Dude just trying to muddy the water to thwart my appeal.
 

Dealing with ebay is like dealing with the irs.
Save yourself the aggravation of trying to talk sense to these idiots and just select the bread you would like your shit sandwich served on. I like mine on rye with a little mustard.
 
During the early dispute period they don't allow enough time time have a technician inspect the item. Now, during the appeal, they give 30 days, imagine that. It's purposeful, because most sellers say screw it when losing the first step. Years ago, they'd have the buyer ship it to them for inspection. Not anymore. All I can say is he best hope he doesn't sell anything. I have 3 accounts watching his ass.

eBay money back guarantee = buyer buyer buyer. Ain't right. This assclown has 96 transactions. I have nearly 3k with close to 600 selling high priced items.

the problem is you did not describe it properly,any electronic item needs to be listed as not working -parts only-no returns -no exchanges -no refunds - no complaints .as a long time ebay user i see there are herds of crooks scamers .parts changers. who will cheat you .list it as above .and give a hint in the description what the operating condition really is.check the many radio listings and you will see most do this to get rid of the crooks. do not be a good guy or you will get screwed.

If you list an item for parts, it best have a parts price. Ebay knows your abusing TOS when you do that. My amp was listed as fully operational with no returns. You can write all the terms and conditions you want. Truth is, eBay will roll with the buyer.
 
Here's the final out. How do you know what country the end user will be in when transmitting? U.S. Laws only apply if the amp is used in the U.S.
It's not a law that prevents sales within the U.S. i.e. cocaine. It's an end user law.
