I would start with making absolutely sure the microphone you are using is wired correctly for this radio.
Then change every electrolytic capacitor in the radio. For reference, those in the photo below with the red arrows and any others that look like them. Pay attention to the polarity, value of the capacitor (expressed in uF-as in 10uF, 22uF etc) and voltage ratings of the capacitors.

Good Luck.

Make sure you have the correct mic. It’s not a uniden cobra mic for that radio it’s s cybernetic board seen people think it’s the radio when it’s just the wrong mic wiring. Just a thought

I've got a 4 pin astatic truckstop mic. Nothing fancy. Ill check again to see if the buzzing stops. It does seem like someone has been in the radio just based on the flux left around the board.

I've got some old midland mics ill check with it. Not sure if they are in any better quality though.

Most truck stop mics are uniden galaxy cobra wiring. That midland is wired different and those mics won’t work

Chances are the element in the old Midland mic is better than any new factory Cobra or Uniden mic. I really like CBs circa the Cold War- built to withstand a small nuclear blast and still function. 'Was just talking on my Midland 13-882B last week, mic is working fine. I have a tendency to get any now Cobra four pin rewired for Cobra/Uniden pattern just to avoid the problem we are discussing. The CB repair guy I use locally said the wires in the Midland mic jack are very fine, he preferred not to mess with whats not broken, especially since the mic was good. Like mrgumby said Midlands- made in Japan. Use Cybernet 4 pin.
