FM coming to CB in the US ?

Clip from CBRS section.

16. The Commission declined to adopt other changes proposed by commenters that, rather than streamlining the CBRS rules, would expand or substantially change the character of the service. Specifically, the Commission declined to adopt the proposal to allow CBRS radios to transmit data (other than the sub-audible tone squelch and selective calling that is already permitted) for the purpose of short text messaging. The Commission also declined to adopt proposals to allow FM modulation or to add additional channels for FM modulation, or to narrowband and digitize CBRS channels because 10 kilohertz channels are already relatively spectrally efficient and the alternative modulation techniques would be incompatible with the existing equipment base. Further, the Commission declined to adopt the proposal to transition the service to a band and modulation scheme that is more appropriate for short-range communications. Such changes are beyond the scope of this proceeding, and the Commission concluded that the proponents of such changes do not demonstrate sufficient potential for public benefits that would exceed the associated costs to merit further consideration at this time.

That doc is a long read.
So in the end that part looks like it died.
They did however drop the 155 mile limit.

However, the Commission removed the restriction on long range conversations when sky wave propagation conditions allow such long range conversations. The record does not contain any convincing evidence that the current level of use of sky wave propagation by CBRS operators creates any increase in risk of harmful interference, or presents any other cause for concern.

Jeff, the above information is dated 08/29/2017.

"This document (the three petitions) has been circulated for tentative consideration by the Commission at its August 5, 2021 open meeting. The issues referenced in this document and the Commission’s ultimate resolution of those issues remain under consideration and subject to change. This document does not constitute any official action by the Commission."

the amendments i listed above from the document appear to be tentative and pending the upcoming hearing at the date listed previously.

So apparently the FCC cares so little as to be uninterested enough to figure out a way to milk revenue out of band changes and new-type equipment sales. They must not see enough $$ to follow. Or more $$ to follow in other places. Or if they make any major changes they might have to attempt to actually regulate the monster.

Like Big K said earlier, FM is already being used to some degree anyway and there's plenty of equipment out there to do it with.

If the FCC had adopted FM back in 2017, President France and others would have jumped on this.

To be honest I was surprised that they dropped the limit on miles, and in doing so also said that working DX on CB causes no problems.
That's the most progressive thing they have done to the old class d citizen's band in decades.
A large chunk of CB is now hobby orientated in the sense that they are not using the band for farm house to tractor comms or OTR drivers working.
There are users that use this band exclusively to work dx.

Well, if FM is being allowed, any extra "bands" to the 11-meter Bandplan?

The main text of that article from @AudioShockwav - shows GMRS and PRS (400+MHz) which has been FM for quite a while.

Cobra does sell FRS units already, they just wanted more bands or span of band to work with. They are already at capacity with the "handheld" FRS units and the CTSS based alert/contact system to send and receive.

So I don't see anything in the 11-Meter band - so where is this all FM in AM/SSB band coming from?

I caught this article...
https://docs.fcc.gov/public/attachments/DOC-374114A1.pdf

But they backpedaled on that and tabled the notion. Per Article from @AudioShockwav - they further defined and refine the region - which in a way, kinda killed the idea because of the requirements and restrictions already in place, got even tighter thru their addendums .

cb radio has been seeing increasing demand from two new factions, preppers and survivalists, with a particularly keen interest in ssb. fyi.

They deal with CB as little as possible.
It would be good if they would adapt to changing users but in a way they screwed the pooch from the first day.
They took a chunk of spectrum that was right in the middle of a spot that was ripe for propagation and put a short range radio service on it.
Then they picked AM when FM would have been a better choice
And it just went down hill from there.
It was intended to be the frs/gmrs service that we have now but because of propagation it became popular as a DX band.

Hate to be a naysayer, but unless the FCC opens up additional frequencies designated for FM only use, not that that would be complied with, it's hard to see how such a decision won't make the monster grow larger and nastier than it is now. The manufacturers will be dancing in the streets however. Might be time to get that ticket.....
