I would have to say keep it simple.
Personally I would stay with the brands of radios that have been around for a while,Kenwood,Icom,Yeasu and Alinco. All of these brands for the most part have had a decent record of putting out well made radios that perform...
Depends on if you have a ham radio license or not.....
If you have a ham radio license I would say take a hard look at the Yaesu FT 2900 ..I have two of them, one in mobile and one in the house, and they are tough little radios

If that radio will tune to those frequencies yes you can listen to them...as long as they dont scramble their transmissions or use digital

What you got is a duel band handheld ham radio ( aka amateur radio )
that thing WILL transmit .......unless you have a ham radio license you can find yourself in ALOT of trouble talking on it..

For local contacts try 2 meters and 70 CM bands,there are usually repeaters in the area that people hang out on,contacts can range out to about 70 miles or so

I am not sure if the tuner will load up an antenna outside of the ham bands( I am sure someone in the know will chime in )...for listening the tuner wont make enough difference to be really noticed,just be sure to tune the antenna for 11 meters and leave the tuner turned off
If it were me I would run the filter in line just for peace of mind.
But if you are not having any known issues with it not in line the choice is yours.
