it has been years since I have worked on a 148 radio but I am thinking they marked the TP wrong. look at can L30 or L31 and see if there is a resister by one of the cans marked R10. should also have marked TP17 at that location. see if they marked that one location wrong. the top of the resister...
here is a clear schematic. you just have to blow it up to make it large enough to read.
I have several of this version radios and any of them that set for a year or longer do not want to work when I hook them up. every time I find some solder joints that have gone bad. after going over the solder joints in the PLL, VCO and crystal areas the radios come back to life. I have...
there is 2 versions and here is a link to one of them. look to the left of the page and it shows the 2nd version.

I have the manual you are looking for but will have to find it in all my files. it is a pdf version. the original manual was very faded and Rick from Euro Radio rewrote it for me so it looked nice and neat. it will take a day or two to hunt it down.
PM me your email address and I will send it...
check what Handy Andy mentioned. you may have a 11.3258 crystal in it also. did not see where you mentioned that. if it is a 11.3258 pin 19 needs to be left unsoldered.
I ran into that on a radio I did a few years ago.
try checking parts around the relay. some I have had a problem with causing problems. R111, D24, C103, D28, R112 which is a 1 watt resister. I have had some of these short causing problems. even some on the right side of the relay also. the parts I listed are on the front side of the relay.
thank you exit 13 and Audioshockwave for pinning it to the top. I never knew you called it an asymetric mod. I forgot about this post since it was back in 2014 you posted it..
just set here and reread it from start to finish so I would know what was totally in it.
