How can I stop the radial sound of the sirio 827? I put the ring on but it still makes a sound.

Hi to all. I have an old cobra 29 classic 4w. The antenna is home-made vertical 2.61m with 4 radial 2.96m. I live on an island in Greece and I want to talk to Athens. (70 ~ 80 miles) sometimes I hear Athens. But not always. Is there an Antenna vertical (law forbids yagi.) To help me...
