Ge superbase dead key watts

hello, i am trying to get my superbase to dead key under 2 watts so i can add a small low drive amp to it, my problem is i turn vr1 all they way down and still have 4 watts. could the vr just need cleaned? as far as i know nothing has been cut or disabled on this radio. This is a new to me radio...
