That's been talked about for a few years now. Two ideas were bandied around.One was a subscriber based service like TV and another was based on how much bandwidth you used each month. That was proposed up here a couple years ago and both proposals were dismissed by the government based on public reaction.

when did the government start caring about what the public thinks ? a large amount of the public thinks marijuana should be legalized . i guess the two proposed ideas you mentioned didn't have enough politicians in their pocket to payoff or enough to pay them .
