I don't accurate my old dosey meter is.
With the variable turned all the way down on am it shows 2 watt dead key and turned all the way up maybe 25ish dead key.
Does this sound about right I'm hoping dude didn't do anything except the conversion for me.
That meter doesn't have a true pep so I guess there's no way for me to tell pep.
My V2 came from the box with a dead key of 12 and low of 2.5W. My modulation wasn't even enough to get full PEP power from it.

Hmm figured I'd hopefully have a clean start, not sure now.
So did you go into your service or setting menu ?

I played with it for hours, trying to get the best sound and cleanest audio out of it. I was NOT impressed with it. Until, I finally decided to crank everything wide open; AM power, SSB power and modulation both high and low. NOW everyone tells me it sounds great. Not as good as the V1, but it does a nice job. Look above in this thread and you'll see my review and settings. I believe there are other adjustments that we've not been told about, yet. My OPINION is that the factory knew the service menu would be leaked, so they put limiters on all the obvious potential tweaks. Once the things is maxed out, it finally performs ALMOST like the V1.

Almost like the V1 interesting.
My apologies I probably missed pertinent information because I was working and work gets in my way alot.

I think the V2 is an improvement over the V1, at least the way that I use it. My v1 was doing about 60w peak and drove my 4 pill X-Force nicely. I suppose that if I had an 8 pill, then 100w peak drive would be nice to be able to do.
On the V2, the noise reduction feature works well, although it is not adjustable like on the K-PO DX5000+. The selectable tx and Rx bandwidth does what is intended, listening to a monitor radio with headphones will help discern. The electret mic selection is great, I run a Uniden BC465 mic and it sounds fantastic. It compliments the 4k transmit selection nicely. The noise gate feature is nice to have, especially if your amp has a fan on it. The coarse clarifier now changes the 6th digit on the frequency display, instead of just staying 0 on the V1. The fine clarifier shows on the main display.

The 10 meter guys will appreciate the V2 with the built in CTCSS feature.

If you already have a V1, then maybe the new features might not justify buying a V2. I am going to hang on to my V1 for now just in case.
In the interest of full disclosure, I forgot to add:

My V2 was set up by Trucks CB. I will take a peek in the service menu to see if it's maxed out.

Was your V1 modified or "tuned" by anyone?

It sounds like you are seeing some sort of "governor" built in to the V2's.
Like you can't access the pot to turn it up as high as the V1 might have been?

I always do all my own radios. Even though I use my own screwdriver, I am no golden screwdriver kid. I set dead keys at a reasonable level, and give just enough overhead in the modulation so that I can run my mic gain control at about 3 o'clock or so. Setting up the V1 was a little tricky at first because one of the controls is actually a driver, similar to the Yaesu 757. It kind of adjusts a ratio between the average and pep so that you can dial-in a low dead key and set your pep wherever you like it to drive an amplifier. This is exactly what the a n l does on the V1. The V2 does not have this function. You can turn your high power up and you can turn your low power down and you can turn your modulation up and down. And once you have a a feel for the v1, the V2 just does not feel right. I do believe the new board is as you say, governed.

    Good news! I opened an appeal case after eBay sided with superhawkwss6. I also opened an IC3 case & sent that information to eBay. Within an hour they responded, reversed their decision and returned all of my money. Unfortunately, superhawkwss6 stole my CB radio and eBay will likely not suspend or close his account, but rather allow him to continue his criminal activity. I think I'll still file a report with our sheriff's dept (the sheriff is a friend of mine) though I know this type of crime isn't worth their time. This guy needs to be stopped and I'm certainly going to do my best to make that happen.
