In addition to the AMSAT-NA Fox cubesat launch opportunity announce-
ments several other satellites with amateur radio transponders are
expected to launch during 2013. Here is a summary of the upcoming
launch plans:

AO-27 has been out of service since October, if memory serves me correct. That would be why you couldn't hear it. The clouds won't degrade the signal enough that you would notice.

1. Make sure you update the keps in Satscape.
2. Make sure your current time is correct.
3. Make sure your location is correct.
Do those three and compare again

If you are going to try working the satellites, let me give you a word of advice, DO NOT TRANSMIT UNLESS YOU CAN HEAR THE SATELLITE, and open your squelch. check out this site for recorded satellite passes and some info on working the birds. General Satellite Recordings
I have made many contacts when it was active, it's a lot less crowded. They are only running the 145.920/435.300 repeater due to low battery voltage. you can check out the AO-51 Control Team page to get the status of the repeaters on it at: AMSAT - AO-51 Control Team News
