swan 1200x

I've just bought a swan 1200x it came with 4 new 8950 tubes. i spent $200 on it the tubes that are in it seems to be real weak but i dont want to put the new set in untill i know what it should be putting out on side band on 10 meters i can only get 300 out with 100 any info would be help full...
