I had a problem tuning 80m on mine, tried different lengths of feed line.
You do not need a resonate antenna on 80m, mine was around 25 ohms at 3.550mhz, my tuner didnt like 25ohms....
I ended up lengthening my dipole to an overall length of 140' which moved my resonate frequency to around 3...

Whats your radio setup like? I have a KL503 it works ok, the wattage is nowhere close to advertised. If I remember correctly is was a 150 watts max for keeping the waveform linear. I also did some mods, it wouldn't work on SSB out of the box.
I dont live in a park but my neighbors are just as close. I use a inverted V 140' doublet (max length i can fit), the ends are tied to the neighbors fence.
I also have power lines in my back yard, where is your transformer? Most parks are all low voltage insulated wire.....

Try adding a 3' jumper to the length of your antenna coax and see of it changes. Also have you tied tuning and or checking the swr and the antenna feed point? My Imax isnt a perfect match either.....
I would not run more than a 5 watt carrier out of that radio. Both adjustments affect each other. Higher carrier could be hurting your performance. Buy a amp if you want more power.
