What are these frequencies allocated to or used for?

maybe gubment use, i need a better allocation chart this one i have uses color coding and it hard to make out, but it appears to say mobile satellites, fixed, mobile and government exclusive, hope someone can clarify.

Civil Air Patrol makes heavy use of 148.000-200 area. Several of their repeaters in my area.

Looks like alot of satellite inputs and radio navigation satellites. I also have Civil Air Patrol comms in the lower end of that spectrum.
