The assumption on my part is that it is a Kenrich Eagle 400 or 5xx series.
The 20LF6's never saw 20 volts on the filaments because most houses are set up at 117 vac at the electrical outlets. 117 divided by 5 is not 20.
Plug the new tubes in, you will have to either add a turn on the tank coil, I beleive that there is a jumper ther already; if so, move it in the direction to add more inductance.
