I would start by setting the radio to channel 20 and starting at band "A" to see if it locks back onto a stable channel frequency. If it does, go to band "B", and so on up to "H".
If it won't lock on any of them, it's not simply an adjustment.
If it locks on some bands but not on others when it's cold this could be a problem with the setting of the slug in the VCO coil.
That's where we start, if it's not just a soldering fault .
Pressing/tapping lightly on the solder side of the board with an insulated tool handle will reveal trouble with a solder connection, if that's the root of it.
More than one fault can cause the PLL to unlock and show you the 'roll' on the counter display.
More than one kind of fault can produce that symptom.
