Grounding an antenna thru a capacitor?

What does grounding the antenna feedpoint to ground thru a capacitor do?
In a bounceback antenna setup they ground the floating antenna (non driven, parasitic element) thru a capacitor. In my case a director element. Whats the purpose? On a mobile

    Seems to be dead on the radio lately. I don't know if the conditions are horrible, or more likely my weak antennas. I may head up in the mountains on Wednesday and see if reception / transmission is improved.
