According to an April 9 report in Alaska Dispatch, the High Frequency Active Auroral Research Program (HAARP) facility near Gakona, Alaska, could be decommissioned and dismantled altogether, unless the US Air Force can find a new prime contractor to take over the sprawling, 35-acre facility. Does anyone else find it odd that a defense agency has been the source of funding for this ionospheric research? Does it not raise the question "How does one manipulate the ionosphere for defense"? Wouldn't research of the ionosphere be more of a NASA or a NOAA thing?

Strange how they see no value in saving the existing installation but it was important enough to be constructed for defense? The defense agency either continued to fund an 85 million dollar failure (not including construction costs) for 17 consecutive years or they decided to build a bigger one in a new location where less attention would be focused on it.

I'm guessing 3.6 million watts into 180 gain antennas wasn't enough to cause the desired "defense" result. After all the ionosphere is a big area to have to heat. Turns out the heating bill is 5 million a year all year long.
 
There are so many theory's as to what they are actually doing there. Use the weather as a weapon, star wars defense network that knocks russian nucs out of the sky. There are several other country's doing the same thing, I think there are 4-5 of these things world wide. There are a bunch of video's on you tube, some far fetched and some make you wonder.
