I believe the call signs are returned to the Availability Pool 2 years after non renewal....if that's what you're asking. (U.S.) U.S. licenses good for 10 years.
 
A Ham license is good for ten years,...if you allow it to expire you can reactivate it for up to a year after it drops without retesting,....but after that ..retest !!

At least the last that I heard that is how it is

FCC: Wireless Services: Amateur Radio Service: Amateur Licensing: Common Filing Tasks: Renewing a License

"You may receive a license expiration notification from an entity, but you are not required to use its services. File for renewal 30-60 days, but no more than 90 days, before your license expiration date. 47 CFR Section 97.21, provides that when your application for renewal has been received by the FCC on or before the license expiration date, your operating authority is continued until the final disposition of your application. If your license expires, you may apply for renewal of the license for another term during a two-year filing grace period. The application document must be received by the FCC on or before the end of the grace period. Unless and until the license is renewed, no amateur operator or station operating privileges are conferred. Applications received after the grace period has ended cannot be granted."
 
Retesting is no big deal as the test is easy in the first place and unless your call was really short or really cool, no one else would want it and you could probably get an original call back through the vanity system.
 
Renew/Expired license

Amateur Licenses are Valid for 10 yrs and a GRACE Period of 2 yrs and 1 Day
After that anyone can apply for that call,After 2 yrs and 1 day you must take the
exams all over from scratch,In this 2 yr grace period you cannot transmit-because
your license is expired-Now the Vanity system is quite different for getting calls,
but you still must wait 2 yrs,1 day if not a close relative-all in all-the Call must not

close....... the license is good for 10 years, add in a 2 year (renewal only, no operating privedges) grace period = 12 years total.
after that, (12 years and one day). a retest is required.

a CALLSIGN will not be placed in the general issue pool until the 10 years + the 2 years "grace" period + one day has passed.
