Please don't take offense to this, but did you make sure you didn't put the reg IC in backwards? It does happen and is an easy mistake when tired and/or distracted. Also mabye check for something heating up (ouch hot) like diodes or resistors, ect. Also double check your solders for accidental "bridging" . I hope you get it going.
