The basic idea for that antenna's base is common as dirt. If it was copied exactly (sort of doubt that), it's probably because it tends to work well. As for who invented that type of loading, it certainly wasn't anyone under the age of about 90 - lol. (Got a 'BugCatcher' that used that type of loading at least 20 years ago, and of course I copied it! It works!)
