i can understand that, is is a little confusing in part 97. also many people havn't even looked @ a part 97 in many, many years.
sstv was NOT legal on 30 meters before, "normal" MMSSTV is 1200 baud.
however, that was changed a few
YEARS ago and sstv (data) was
specifically noted as being legal on 30 meters provided the band width was 500 Hz or less (I.E. MP73-N):
