Uniden PC122 non XL no modulation

I just got a pc122 and hooked it up to my meter. The radio dead-keys 5 watts am, but has no modulation on am or SSB. I hooked a speaker to the PA and it worked just fine. I'm kind of baffled on why their is no modulation. Suggestions?
 

Sounds to me like a possible loose wire.Does it have receive audio? If it has receive audio and the pa is working then I would check the connections around the cb/pa switch.Also if this radio has one of those wire ribbons that runs to the front panel,I would check the wires on the outside edges of the ribbon.
 
radio facing you ,upside down with the parts side up ,in the back ,right hand corner below and mounted to the chassis (tight fit) there is a regulator. About a 1.99 cents at Rat Shack. Change it. :)
