I am positive that radio is a rebadged Cobra 146 GTL. A fair offer would be $150 including the shipping.
I never was a fan of the Cobra 146 because it's receive was subpar and no mic gain control. Transmit is loud but a mic gain is absolutely mandatory. The asking price is hysterical though. If you smoke crack and THEN go Ebay shopping, it all seems quite normal.

Well it sold for $225 plus $25 S&H.
I remember watching a 1980 Ford Pinto with 75,000 on it, supposedly, and it sold for $5700.
1980 Vintage Ford Pinto!
75,000 original miles, single owner, no visible rust and an Arizona car.
Ebay is quite entertaining.
