Why would the modulation meter on a 2000 be swinging when transmitting on SSB? (With the switch set to MOD) every 2000 I’ve seen including mine, the mod meter does not move when talking on SSB. Thanks

Check the SSB carrier balance. If any carrier is being transmitted when in either SSB mode it could potentially make the mod meter swing.
I would also check if the MOD switch is dirty and not working correctly.
If it's not that, I have no idea...........
