Normally if RX is good but TX is shifting that far you have a problem in the TX oscillator or the clarifier circuit.
To determine which, just check to see if the TX frequency shift is happening in all modes - AM/USB/LSB and if so then it's most likely in the clarifier circuit. If the shift only happens in one mode like AM, then my guess would be a problem in the TX oscillator for than mode only.
I'd get a good external freq. counter and verify the transmit frequency before I did anything drastic (i.e. expensive).
