A friend asked me to build a 3-element beam for him. I have some 3/8" aluminum tubes of the right length, but they're anodized. Will this hinder performance ??

No. There are several commercial antennas made out of anodized aluminum tubing. Most are for well into the UHF and microwave range so on 11m it will be nothing.
