Bird 43 w/ PEP Question

Why do Bird 43s w/ PEP kit have to be powered by 9v batteries? Can it be powered off 13.8VDC with the proper dropping resistors?

The original design goes back some years ago.
And it was originally designed with a single ended op-amp that required a +- 9 volts power source to meet the needs of the circuit design parameters.

But a long time has passed since the original design and better op-amps have come along and that circuit has been redesigned in mulitple versions and the +- power source requirements have been designed out of it.
