C1096 Audo transistor Question

I am working on an old Simba 23 channel base SSB radio.The previous owner fried the power supply in it. My question is, why is there a C1096 transistor in the supply area? I know this paticular transistor is used extensively for audio applications but are they used for regulation or some similar purpose in the supply section?

The 2SC1096 can be used for switching to

I would say it is being used as a pass transistor as part of the voltage regulator circuit.
