C1096 Audo transistor Question

I am working on an old Simba 23 channel base SSB radio.The previous owner fried the power supply in it. My question is, why is there a C1096 transistor in the supply area? I know this paticular transistor is used extensively for audio applications but are they used for regulation or some similar purpose in the supply section?
