CB channels for FM use

If this is beating a already dead horse processed into cheap dog food I apologize. Has anyone noticed FM traffic being appearing with any regularity on any of the 40 channels? Or, perhaps seeing it on the uppers or lowers? Just debating about getting one of the newer Anytones. The only FM capable radio I have is the Stryker microphone operated model, which an Anytone Apollo 1 v2. I use it in the auto and just leave it on the 40 channels, 98% of the time its on channel 19. I've only heard FM on the regular 40 a handful of times, and mostly from Latin America in spanish.
26.805 seems to be where about 99% of FM traffic in English is........
 
FM is far more stressful on finals than SSB & Zero Forward output power. I much prefer AM & SSB over FM any day. I don't understand the thinking of the FCC on adding FM?
