Cherokee CBS1000 SSB problem

Hi! The radio works fine on AM. On SSB (USB & LSB) when you key the transmitter it transmits a carrier of about 14 watts. No voice can be heard at all. Anyone got any ideas? I couldn't find a Balanced Mixer adjustment. Thanks James
